Parking

Golden West College maintains a Public Safety Department with personnel available 24 hours a day.  A person may report any criminal action or emergency at any time - day or night - by calling  714.895.8924 or for emergencies 714.895.8999, or by coming in person to the Public Safety Office located at the west end of the campus at the entrance of the Golden West Street parking lot, 8:00 a.m. to 7:00 p.m. Monday through Thursday and 8:00 a.m. to 5:00 p.m. on Friday.

Parking /Traffic Rules and Regulations

Students and the public are charged a fee for parking on campus.  Anyone has the option of purchasing a semester parking permit during registration or in the GWC bookstore at any time. Persons not using a permit may elect to use the permit dispensers machines located in each parking lot.  Citations are issued for violations of the campus parking rules and regulations. All citations appeals are referred to the College Parking Adjudication Committee.

ARTICLE I.
Enforcement
The California Vehicle Code and Coast Community College District authorizes Golden West College Public Safety to issue parking citations within the boundaries of the Golden West College campus property.  College parking and traffic rules and regulations are in effect 24 hours a day, seven days a week.  Automatic penalties will be assessed on all fines not paid within twenty-one (21) days of the citation issue date.  See 21113 CVC.You must provide a current drivers license and student ID at the counter when contesting a citation.Permit regulations for all designatedparking areas will be enforced:Monday through Thursday 8:00 a.m. to 10:00 p.m.Friday 8:00 a.m. to 5:00 p.m.

ARTICLE II.
General Traffic Regulations
Section 201
No person shall fail to obey any sign erected or maintained regarding these regulations.
Section 202
The driver of a vehicle shall yield the right-of-way to pedestrians.
Section 203
No driver of a vehicle approaching the rear of another vehicle which is yielding the right-of-way to a pedestrian shall not overtake or pass the vehicle.
Section 204
No person shall drive any vehicle in a willful, negligent, or reckless disregard for the safety of persons and property.
Section 205
No person shall drive or ride a motor driven scooter or motorcycle on any campus walkway.
Section 206
No person shall ride or operate any non-motorized mode of transportation on the interior campus.  This prohibition includes, but is not limited to, BICYCLES, TRICYCLES, UNICYCLES, SCOOTERS, SKATEBOARDS, AND ROLLERBLADES.
Section 207
No person shall operate a motor vehicle on any sidewalk, unpaved pathway, field or lawn or landscape area except for emergency or maintenance vehicles.
Section 208
No vehicle will remain parked overnight without approval from the Public Safety Department, and no person will sleep in or remain overnight in any vehicle parked on campus.

ARTICLE III.
Speed Regulations
Section 301
No person shall operate a motor vehicle or bicycle within the confines of the Golden West College parking lots at a speed greater than 15 miles per hour, or as posted, except for emergency vehicles.  Maximum speed for the interior campus is 5 miles per hour.
Section 302
No person shall operate a motor vehicle, motorized cycle or bicycle at a speed or in a manner that disregards the safety of persons and property.

ARTICLE IV.
Parking Regulations and Penalties
Section 401
No parking is allowed in any area that does not have clearly marked stalls.
Section 402
Vehicles parking within a stall shall not overlap the lines that designated the stall.
Section 403
No persons shall park or leave standing any vehicle on any roadway, landscaped area, driveway, or field without prior approval from the Public Safety Department.
Section 404
Motorized cycles and bicycles must be parked in designated motorcycle and bicycle parking areas.
Section 405
No vehicle shall be backed into diagonal parking stalls.
Section 406
No person shall park or leave standing a motor vehicle blocking traffic lanes on any campus roadway or parking lot.
Section 407
No person shall park or leave standing any vehicle in any area where the curb is painted RED.
Section 408
When signs or markings prohibiting and / or limiting parking are erected or placed upon any street, road, or area, no person shall park or leave standing any vehicle upon such street, road, or area in violation of any such sign or marking.
Section 409
No person shall park in any area marked in blue and identified as “Handicapped Parking” unless a valid handicapped placard / license plate is properly displayed.  An ID card / must be presented when requested.
Section 410
Except as otherwise noted in these regulations, no person shall park in an area posted or marked “STAFF” unless a valid annual, or temporary STAFF parking permit is properly displayed.
Section 411
No person shall park any vehicle in any manner or fashion that creates a traffic hazard.
Section 412
No person shall park on campus without a valid parking permit that is properly displayed either on the lower left corner of the windshield, left rear bumper of the vehicle or attached to the front fork of the motorcycle.
Section 413
Vehicles parking in metered stalls must pay for use of the stall as indicated on the meter.  A decal parking permit does not preclude payment of meter fees. Meters are limited parking stalls.
Section 414
No vehicle will remain parked overnight without approval from the Public Safety Department, and no person will sleep in or remain overnight in any vehicle parked on campus.

ARTICLE V.
Abandoned Vehicle
Section 501
No person shall abandon or leave standing any vehicle(s) or motorized cycle on the campus.  All such vehicle(s) will be removed and stored in accordance with applicable provisions of the California Vehicle Code.  See 22658 (a) CVC.
Section 502
Any person / registered owner who abandons a vehicle or motorized cycle on campus or violates campus regulations that require towing of such vehicle will be responsible for the payment of all towing and storage charges.

ARTICLE VI.
Habitual Offenders
1.  Violation of any of these regulations is cause for a citation to be issued.
2.  Repeated, habitual aggravated violations, or failure to pay fines may cause the vehicle to be     immobilized or stored at the expense of the vehicle(s) registered owner.
3.  Coast Community College District and its employees shall not be held liable for loss or damage of any kind resulting from such immobilization or storage.
4.  Students who fail to pay parking fines will have their academic records encumbered until all       outstanding fines have been paid.
5.  Lack of familiarity with these regulations DOES NOT constitute a defense for failure to comply with them.
6.  The responsibility for finding a LEGAL parking space rests with the motor vehicle operator.
LACK OF SPACE IS NOT A VALID REASON FOR VIOLATING THESE REGUALTIONS.

Motorcycle / Moped As A Second Vehicle
Staff members or students owning a vehicle and a motor cycle can obtain an additional permit at no cost.  Only one additional permit will be issued.


ARTICLE VII.
Parking Permits Required
Parking on campus is by permit only. 
  • Cling on permit – place in the lower left corner of the front windshield.
  • Self-adhesive - Left rear (driver’s side) bumper only.
  • Motorcycles (mopeds) will have the permit affixed to the “left front fork”.

CARS WITHOUT PERMITS PROPERLY DISPLAYED WILL BE CITED.  Vehicles may park only in spaces or areas designated for vehicle parking.

PURCHASE OF A PARKING PERMIT DOES NOT GUARANTEE A PARKING SPACE ON CAMPUS.  Current semester permits are available on the GWC website.  Daily parking permits can be obtained from the yellow permit dispensers located in each parking lot.  They are not valid in STAFF or METERED STALLS.   Hourly parking is available at meters in the Edinger and Golden West parking lots.


Temporary Parking Permits
Temporary parking permits are available from the Public Safety Department for college sponsored Visitors and Students / Staff who may forget their annual or semester parking permit.  Permits will only be issued with a valid picture ID.  Place the permit on the dashboard face up.

Parking Areas
Vehicles authorized to park on the Golden West College property shall park only in areas that have been painted with stripes indicating parking stalls.  Parking in any other area is not permitted, will result in the vehicle being cited.  Park only in the area designated by your permit.  Designated parking areas are color coded:
YELLOW – Faculty and Staff – Staff permit required.
BLUE – Handicap Stalls – DMV permit required.
WHITE GRID – Motorcycles ONLY – permit required.
UNMARKED WHITE STALLS – Open for permit parking.
GREEN – 20 minutes ONLY
Load / Unload – 20 minutes ONLY.
Handicapped Parking
Parking stalls designated by signs and blue striping are for handicapped persons only who properly display a handicapped placard issued through DMV.  However, should available handicapped parking spaces be filled, a person displaying a DMV issued handicapped placard may park in available parking stall. No additional permit or fee is required.

You may not park in or on the following:
Red, Yellow, White or Tow Away Zones. Crosshatch marked spaces next to disabled person spaces. Per DMV.

Driving and Parking On the Interior Campus
Only those vehicles with approval from the Public Safety Department will be are permitted to drive and / or park on the interior campus.  Violators will be cited.

Responsibilities for Penalties
The registered owner of any vehicle(s) on campus shall be held responsible for any liability of damage claims including parking or other traffic violation penalties arising in connection with the possession and / or operation of the vehicle(s) on the Golden West College campus.

Pedestrians
Pedestrians have the right-of-way on the Golden West College campus.

Compliance with Traffic Laws
The provisions of the California Vehicle Code have full force and effect on the Golden West College campus and any person driving a motor vehicle thereon is expected to comply fully with these provisions.

Liability
The Coast Community College District and its employees assume no liability for damage to or theft of any vehicle or its contents, nor for any bicycle or any other article of personal property while on campus.  Users of campus parking lots do so at their own risk.

Revocation of Driving / Parking Privileges on Campus
Repeated violations of parking or traffic regulations will be considered as substantial cause to revoke driving and parking privileges on the Golden West College campus.  Such revocation will be determined by the college President, Vice President, or Instruction of Student Services or their assigned designee.

Replacement of Permits
1.  Alternate Vehicle – Upon verification that a permit has been purchased, we will issue “Alternate Vehicle” permits for ONE DAY ONLY.
2.  Stolen Permit – No replacement will be made, unless the permit is located and confiscated as evidence after a report is filed.
3.  Mutilated Permit – Upon surrender of the mutilated permit or significant portion (numbers) thereof, we will issue a replacement permit for the remainder of the semester.
4.  Lost Permits – No replacement will be made. The individual must either purchase a new semester permit or a daily parking permit.
